Steve joined QualTek in 2013, bringing four decades of finance and operations experience in varying roles in both the construction and manufacturing industries. With a proclivity for business strategy and development, and expertise in operations and compliance, Steve has participated in multiple acquisitions and turnarounds throughout his career. He holds a Bachelor of Arts in accounting from Immaculata University.

Madison Leonard

Associate

Madison is an Associate at Spartan Management Advisors with a strong background in executive support and operations. She graduated from Saint Joseph’s University in 2020 with a BS in Psychology and began her career in Human Resources before transitioning to an Executive Office Manager role. Through dedication and performance, she earned multiple promotions, gaining over four years of experience assisting top executives in the telecommunications industry. Her expertise spans strategic support, process optimization, and executive operations. She is also experienced in marketing, internal and external communications, human resources, legal, payroll, and back-office management. With a diverse skill set and a keen ability to streamline operations, enhance organizational efficiency, and foster cross-functional collaboration, Madison plays a pivotal role in driving business success.

Matt Crispino

Principal

As Principal, Crispino is responsible for identifying, evaluating, and executing new investment opportunities. While being a business transformation expert, playing a key leadership role within the businesses has allowed continued success stories. Matthew collaborates closely with Scott Hisey and Michael Williams on financing, strategic planning, business development, M&A, and financial asset management. He oversees all assets and works directly with portfolio companies to drive value. 

Before joining Spartan in 2025, Crispino held positions with Fastenal Company, QualTek, and InfraServices where he was responsible for logistics, asset management, debt financing, and operations.

Crispino earned his Bachelor’s degree from Pennsylvania State University.

Paige Devine

General Counsel

Paige Devine is an experienced General Counsel who has played a key role in managing complex contracts, mergers and acquisitions, and navigating the ever-evolving legal landscape of the telecommunications industry. Her expertise in corporate law, construction law, negotiating high-value contracts, resolving disputes, and handling legal challenges has been instrumental in driving the company’s success. In addition to leading M&A transactions, Paige has extensive experience in structuring, negotiating, and executing deals involving joint ventures, spin-offs, and restructurings. Known for a practical approach and keen business acumen, she works closely with cross-functional teams, advising on legal issues while helping to align corporate strategy and objectives.

 Paige was Associate General Counsel at QualTek LLC and InfraServices Group Resources LLC where she honed her skills in the telecommunication construction industry with expertise in navigating the legal landscape of large infrastructure projects and telecom regulations. Paige holds a J.D. from Villanova Law School.

Christopher Krebs

Principal

Chris is a seasoned IT professional with over 20 years of experience in the technology sector, specializing in systems integration, infrastructure management, and digital transformation. Over the course of his career, Chris has led a variety of high-impact projects, driving innovation and efficiency for organizations across the Hospitality, Franchising, and Telecom Construction industries.

In addition to his extensive IT expertise, Chris has spent the past 10 years focusing on Mergers and Acquisitions (M&A), where he has played a pivotal role in leading due diligence teams to assess risks, identify opportunities, and deliver insights that support complex IT integrations, aligning technology infrastructures, and ensuring operational continuity during corporate transactions.

Joel Sharratt

Managing General Partner

Joel spent 20 years in the Department of Defense holding multiple leadership roles for both the Navy and Air Force. Has extensive experience in building a strong corporate culture with structure and procedures driven towards result driven metrics.

In Telecom he has led the way in establishing scalable policies and procedure pathways.  Has contributed significantly to increased efficiency and a positive customer experience.  Resulting in reduced damage, inefficiencies and keeping projects and production on schedule.  Working intimately with programs for onboarding and vetting internal crews and external subcontractors with checks and balances for vetting. He commands a national network of contractor connections in support of quick reaction market opportunities to support diverse prime contract needs in a meaningful way. 

Michael Michini

Managing General Partner

Michael serves as Chief Financial Officer and has more than 20 years of experience in accounting, advisory services, consulting, management, and operational finance. Michael began his career at PricewaterhouseCoopers, LLP where he spent six years in the Middle Market Advisory Services group. Michael has been with InfraServices since 2012, having previously served as Vice President of Operations Finance for NX Utilities, Executive Vice President of Finance for InfraServices, as well as Chief Financial Officer of InfraServices prior to its public offering. He has a Bachelors of Science degree in Accounting from Kutztown University, MBA from Drexel University, and is a Certified Public Accountant.

Elizabeth Downey

Elizabeth Downey is a seasoned executive with over 30 years of leadership experience in human resources and organizational development. She has served as Chief Administrative Officer at InfraServices, QualTek, and UniTek—turnkey providers of infrastructure services to the U.S. telecommunications and power industries.

 Throughout her career, Liz has been instrumental in shaping corporate strategy, driving talent development, and leading the integration of strategic acquisitions. Her expertise in human capital management has played a critical role in fostering growth, operational excellence, and business transformation.

Mike Williams

Managing General Partner

As a seasoned Chief Operating Officer, Mike has a proven track record of driving operational excellence, streamlining processes, and fostering collaborative teams to achieve strategic goals. Throughout his career, Mike has worked closely with cross-functional teams to implement innovative strategies, improve bottom-line performance, and ensure organizational success. He is passionate about building strong company cultures and empowering teams to exceed expectations.
 
Prior to his role as Chief Operating Officer of InfraServices, Mike was COO of QualTek and Vice President of Information Technology at UniTek Global Services. He holds a Bachelor of Science degree in Logistics/Supply Chain Management from Penn State University and a Master of Business Administration degree from Eastern University. He is active in his community and volunteered as President of the Plymouth Little League from 2010 to 2018.

Steve Cantrell

Managing General Partner

Steve Cantrell, a retired U.S. Marine combat helicopter pilot and service-disabled veteran, served 24 years in both enlisted and officer ranks. After retiring, he led major businesses in infrastructure, construction, and telecommunications. Known as a high-energy, results-driven leader, he has a proven track record of maximizing shareholder value, developing top performers, and implementing market-dominant strategies. Steve joined Sage Technologies as President in 2019. He holds a BSME from the U.S. Naval Academy, an MBA from National University, and a PhD ABD from the University of Maryland.

Scott Hisey

CEO and Managing General Partner

Scott Hisey is 30+ year C-Level Executive and Board Member with significant experience in Infrastructure, Telecom Service and Government Contracting. Scott has co-founded and built two, $500 Million plus Telecom Infrastructure companies that worked for the largest telecommunication companies in the US. He led both companies to successful private equity exits. Scott’s experience in building out multi-million-dollar platform companies, led to over 30 M&A transactions, and acclaim as one of the leading experts in the deployment of advanced fiber optic networks. As a Chairman and Board Member, Scott led the acquisitions of Sage Technologies, LTD a leading provider of systems development and integration for the US government. Scott most recently led the acquisition of FiOptix, a national telecom infrastructure company which serves all major telecom builders. Scott is champion of veteran causes having worked directly with many veteran organizations on hiring initiatives including Hiring our Heroes through the US Chamber of Commerce, Warriors to Wireless and Wounded Warriors. Scott has been responsible for hiring over 2,000 veterans in his career and worked with many veteran owned small businesses to foster growth and success.
